Wibetani Militia

The Wibetani Militia is the second most influential gang in the city of Kairus. Its members live as fearless outlaws on the fringe of society, embracing a creed of secession—separating themselves from a state they claim has no interest in the well-being of its people. Although they advocate for true freedom, they pursue it through questionable means. Like most gangs, they recruit the young and disenfranchised, fostering fierce loyalty among their ranks. Most members would rather die than dishonor the Wibetani, creating a particularly potent shared mindset. They see each other as brothers and sisters in arms, bound by a code of unwavering solidarity.

Despite their lawless ways, the Wibetani take pride in honesty—though often a deadly kind—loyalty to their organization, and competence over reliance. The militia is well-armed, well-trained, and highly organized. Their primary sources of income stem from gun-running, loan sharking, gambling, smuggling, and, more recently, the nightclub business. However, their real influence comes from their specialty gig mediation—an operation managed by their shrewd, no-nonsense leader, General Premier Modus Magni.

Modus leverages his connections and manpower to solve problems for those in Kairus who can afford his services. His “problem-solving” skills have earned him many favors, even within the local and mid-level ranks of the CP Guardsmen. Modus Magni is as wise as he is ruthless, but despite his cutthroat mentality, he is driven by a deep sense of responsibility to his people, whom he considers his family.
